Trouble installing Stellaris on PC

Trying to install Stellaris on PC using Xbox Game Pass for PC - have previously installed Vampyr and Kingsway with no troubles and run them fine until they were removed from the pass - using both the Xbox (Beta) app and the Microsoft Store app. The installation
stalls out at 603.2-603.9MB, gradually reduces the download speed to zero, and then gives the error message "Check your internet connection, we couldn't connect you to the service" with the error code 0x800704c6.

I have tried the following steps already:

Cancelling the installation/uninstalling what is there and restarting

Repairing and resetting the Xbox app

Uninstalling and reinstalling the Xbox app

Updating Windows

Using the Windows Store Apps troubleshooter

With this last one, it is giving me a service status of "problem with BITS service: this requested service has already been started. More help is available by typing NET HELPMSG 2182". I have run the troubleshooter on BITS and Windows update as suggested
elsewhere in the forums.

Notably, I had no issues installing a smaller game (Red Strings Club) and an equivalently sized game (Torment); while the latter took a long time to install, it did not stall out and give me an error message.

I have spoken to Xbox Support who were lovely and able to validate through some of those steps that it was not an Xbox app side issue, but there is also no evidence on the Paradox forums that this is a known issue, and they tend to be very responsive. I'll
post this on the Microsoft and Paradox forums if no one has any ideas about how to solve this issue.
