Sorry to read that you have trouble updating your console.

According to the 4476 at the beginning of the code, your console is already running on Version 17.526, which according to https://support.xbox.com/xbox-360/console/system-update-operating-system
is already the latest version.

The 0000 in the second part of the code is the version the console is trying to update to, and since it is already on the latest software version, it won't find any newer version, and therefore shows the 0000.

Unfortunately, it seems that this particular error happens, when the flash memory of the 4GB model without external memory becomes corrupted and corrupts parts of the system software, triggering the console to update the damaged software.

You could try the following:

Insert an USB drive into the console, and on the far right in the settings hub of the dashboard go to the system tile, and there to the storage settings.

Let the console prepare that USB drive for system storage. BE AWARE THAT THIS ERASES THE DATA ON THE USB DRIVE!!! So make sure you use an empty USB drive or a drive where you backed up your important data!

After the console has prepared the USB drive for storage, format the internal memory. Then press the following button combination while on the storage device selection screen:

LB RB X LB RB X.

Let the console do some maintenance, and then let the console restart.

If the console still shows you the update error, I'm afraid the console is defective. And due to the age of the Xbox 360 console, the Microsoft Service doesn't have spare parts anymore, so they can't service the Xbox 360 consoles anymore. So you really need
to either get a new Xbox 360 console, or upgrade to a Xbox One console.

You see the following error code and message when you try to update your Xbox 360 console or purchase content:

xxxx-xxxx-xxxx-xxxx-8007-0070

Can't download the update. To test your connection, open System Settings and select Network Settings, Test Xbox Live Connection.

Note The “x” characters in the error code vary.

This may mean that there's not enough space on your storage device to install the update or the content.

To resolve this problem, try the following solutions.

Solution 1: Free up space on your storage device

You need sufficient free space on your storage device to accommodate a console update or a content download. If you don't have enough free space, you need to move or delete some items. For information about
how to do this, see
Copy, move, or delete Xbox saved games, profiles and avatar items.

Note You may also be able to resolve this problem by obtaining a larger-capacity hard disk. For example, the

Xbox 360 320 GB Media Hard Drive is available from the
Microsoft Store.

Solution 2: Delete previously installed updates

1. On your console, go to settings, and then select System.
   
2. Select Storage.
3. Highlight the memory unit.
4. On the controller, press the following series of buttons: LB,
   RB, X, LB, RB,
   X. This opens the Delete System Update window.
5. Select Yes. This restarts the Xbox 360 console.
6. When the console restarts, you are prompted to install the latest updates. Follow the instructions to install the updates.
