Transferring xbox save data between two profiles.

My little brother and I have been sharing the same Xbox account for the past four years, which is under my name, and we’re doing everything we can to move all of his stuff to his own account. We’re planning on repurchasing certain games on his account, but
he wouldn’t have access to any of his game data under the new profile. Since all of our save data is in the cloud, would it be possible to transfer save data for specific games to a different account? This situation is causing us both a lot of stress, and
it would mean the world to him if he could keep all of the work he’s put into some of these games.

Hello, no it's impossible,each achievement remains linked to the account. He'll have to do them again.

Thank you for posting here on the Xbox forums. We understand that you would like to transfer cloud saved data from one account to another. Unfortunately, this is not possible. All account information is permanently attached to your account and cannot be
transferred. This includes things like saved data, games owned, achievements etc.

If I am understand what you are asking correct; no you cannot transfer save data between two different accounts.
