Transferring/playing games on 2nd Xbox One

I'm trying to set up a second Xbox console (a One S) to play the same games as my first console (Xbox One X), and the new One S is not cooperating. I've been able to transfer the games from the first Xbox to the new one using Network Transfer over wifi,
no prob. But when I go to play either game on the new console, it asks if I own the game and refers me to the online store. I'm signed into my Xbox Live account, so it knows who I am. I've tried everything the troubleshooters recommend, still no joy.

Some background: I have owned an Xbox One X for several months, happily playing disc-installed versions of Halo Masterchief Collection and Borderlands 3. While I live in Chicago, I often work for extended periods in Knoxville, TN (as I am now). I brought
my One X along with me to play at my friend's house where I live when I'm in town. He also likes to play OG Halo, and loves the upgraded 4K graphics on the One X.

So I had a bright idea and bought a 2nd Xbox (a discless One S this time) to set up at my friend's house so I wouldn't have to carry my One X back and forth between cities. He only plays the original Halo game (with 4K graphics), so the One S is powerful
enough for him, and I could still play Borderlands 3 pretty well when I'm there -- that was the idea, anyway.

What am I missing here? Do I have to buy new, digital versions of both games for the new console? Will I be able to transfer saves between them?

Are you playing the games under a new GT? You have to download the profile that you bought the games with.

Make sure at least one of the consoles are marked as the home.

Nope, same GT, new (One S) console marked as Home (so my friend can play even when I’m not there).

Hi There,

The best way to do that with your two Xbox's is to set up one as your Home Xbox. The steps for doing that are as follows:

Press the Xbox button  to open the guide.
Select System > Settings > General > Personalization, and then select My home Xbox.
Do either of the following:
- Select Make this my home Xbox to designate the console as your home Xbox.
- Select Remove this as my home Xbox to remove the designation.

When you change home consoles, all device licenses for digital content will move to your new home Xbox. These device licenses will no longer be available on your previous home Xbox. In other words, when you switch your home Xbox, access to your content
comes with you to your new home Xbox, and anyone signed in can enjoy it. Your previous home Xbox will still give your friends and family access to your stuff when you’re signed in to it.

Oops. My bad. Update -- When I went back and looked closer, for some reason, I WAS logged in under a different GT than the original console. That's a whole other rabbit hole as to why that happened, which I may crawl down later.

However, after signing in with the same GT as the original console -- and setting the new console as the Home console -- STILL does not allow me to play either Halo or BL3 on the new console, get same "Do you own this game?" screen as before.

Does the fact that both of these games were originally installed from Blu-Rays on the One X console (requiring the disc to authenticate before playing) have anything to do with them not letting me play on the new One S (Which of course has no disc drive
and so no way to authenticate)?

Yes. Disc based games require the disc to be in the drive. You would have to purchase the games digitally in order to be able to play them on the All Digital console.
