Transfer Xbox account to a different Microsoft account

I am in a bit of a predicament for my Xbox account. I first got Xbox live in 2010, when I was 9 under my mother's Microsoft account. She used her email to create the Microsoft account which then turned into the Xbox live account. I am now 20 years old and my parents have separated, and I would like to have my own Microsoft account, but with my old Xbox live account, the only problem is that all the years of saved data, games bought, etc is on the Xbox associated with my mother's Microsoft account. My mother does not play Xbox, but she does use the Microsoft account for her pictures and what not. Is there any way I can start a Microsoft account of my own and transfer JUST my Xbox live account from her Microsoft account to mine?

So I guess a better question would be, are DLC licenses tied to the specific xbox live account that bought them, or the gamertag associated with that account?

If one transfers a gamertag using these steps (support.xbox.com/.../switch-gamertag-to-different-microsoft-account),
does that transferred gamertag have access to the download history of the account it was just transferred to?
