Transfer digital purchase

My brother and I play on the same console and I purchased The Taken King on my account; he just purchased Rise of Iron from Gamestop and redeemed the code on his account, but he cannot purchase the add-on because The Taken King is not registered to his account.
Is there a way to transfer the license of The Taken King from my account to his? We share the same Home Console and have added each other to family but nothing seems to work.

Refunding or changing the ownership of Xbox live gold

At this moment in time, it is not possible to refund a digital game purchase from the Xbox Store. As stated at the time of purchase, refunds are not available for digital purchases. Unfortunately it is also not possible to transfer purchases to another account.

Transferring purchases over to main account

So the account I’m using was a secondary account I was using for various reasons that I don’t want to get into. I have made tons of digital purchases on this account and want to know if it is at all possible to transfer over those digital purchases I made
to my main account. I do not care about saves or anything like that, I just want to transfer my purchases over. To clarify, I do know that gamesharing is a thing but what I’m looking for is to transfer those purchases to my main account online not offline.

The Gamestop code was just Microsoft Credit for $30 to buy the DLC.

So while this doesn't completely solve your problem, you could just buy ROI on your account. Your brother will still have $30 credit.
