Today's GTA V Content Not Available in Story Mode?

First and foremost I know that Heists are GTA Online only.. I am not referring to that. I am referring to the three vehicles and the flare gun is no where to be found in story mode. I got the message saying "New Cars" in your garage and nothing is there.
When I go to the GTA Store it says "Nothing available at this time". Any will the vehicles and gun become available in GTA Story mode or not?

Online is fixed!

The most resent update (today's) made so most people (including me) can now play GTA V Online!

GTA5

An announcement of GTA V would have done nothing to Watch_Dogs. Watch_Dogs is available now. GTA V presumably won't be available until fall. It's certainly not available today.

This game has been a glitch fest all dang day , I had cars falling out of the sky on me at one point , cars appear and disappear .....bigtime trouble trying to join heist, server overload I guess , but not really sure if those will be available offline
or not....

No the GTA V Online do not grant access to the GTA V Story mode...

Fallout 4 launched just fine...without needing to go into Offline mode. Yet GTA V when just going into story mode...the message keeps poppin up. Fallout 4 is on disc and GTA V is downloaded.
