I can advise you some things but if the issue persist you may need to reach Mojang support.

We can try to isolate the problem a bit more , for this please check (and ask your friend the same) your NAT type and tell me what's saying: (type 1, 2 or 3)

Go to PS settings > network > view connection > next to NAT type
