File a complaint if you feel that this user has broke the
Code of Conduct and
Terms of Use. (As previously said, more can be learned about this by going on the links provided) By fling a complaint against a user, it will go to the Xbox LIVE enforcement team who will make an investigation and deal with the user who the complaint was
filed against, accordingly.

Just an fyi Molten, phone support cannot assist in issues of harassment. They have no contact with the enforcement team.

You can report this to Microsoft. They will be able to ban him on Xbox live. Also contact your Internet service provider and ask them to change your IP address. Then, he won't be able to bug your Internet.
