Thoughts on Xbox One having an app that allows mod-support for games?

So, I had this thought in a while. Some games allow this, right? Fallout 4, Skyrim, City Skylines and Surviving Mars. That's cool, but. I just WISH this was available to ALL games, well.. Some, like RDR2 OR GTA5 maybe. Here's my idea on what that could be:

On the marketplace, there could be an special app called "Mods" alongside with a website on desktop too (which will let you UPLOAD mods and share them for the xbox users to install.), install it and you choose the game that you have in your INSTALLED library
that you wanna mod. You pick one (lets choose RDR2), and well let's say you install a MOD-MENU (for singleplayer of course.), and boom, wait a tiny bit for it to install and go in the game, have fun!

I also heard a scripthook would be needed for rdr2, so I thought someone could UPLOAD that scripthook, let the xbox user install and THEN choose a mod they wanna have, an RDR2 mod should state which OTHER mods it needs for it to work. (like Nexus mod page
for example)

Some fun mods to be here could be:

Scenario on command (a different option in menu)

Ped Damage Overhaul

Rapid fire mod

AND many more!!

You can manage your mods, see details and settings of the mods.

It'd be really cool. This could also be available to be installed in the Xbox Insider app, y'know. Where you get to test out stuff and give feedback!!

Now, having something like this. A problem would LIKELY occur, like VIRUSES for example!

However I feel like that when you upload a mod onto the website (that can later be installed by Xbox users) it should be "searched", basically let some workers/bots of microsoft to do their magic work and find out if it's a virus or not. OR if it could detect
that a mod was only for cheating purpose, free mine-coins etc etc, basically make rules for this app and blah blah. You get the point! )

Basically, Bethesdas modding website. You upload mods THERE, they search the mod for anything bad and then they pop-up in Fallout 4/Skyrim on the modding menu of Xbox when they're accepted!

Another problem would likely be basically your console not being able to take enough mods, that can easily be fixed. A mod can't take up hard-drive space really fast, and if it did then you have to uninstall something. Mods can REALLY REALLY not take lots
of size (unless you installed ****-tons.)

AND an extra lil problem would be basically all these "graphics enhancements" mods, those could easily be banned or be installed at own risk of the user. (if it lags them etc etc then they can just easily uninstall.)

Maybe EVEN the other old ancient games (like RDR1, basically 360) could be modded. Just IMAGINE the amount of awesome stuff we would get!

What do you guys think? A WHOOOOLE seperate app just for Modding purposes!! That'd be awesome. I think the Xbox app for windows lets you do this so this couldn't really be that much of a bad idea eh??
