Unfortunately if the songs are not available in your region, then you will not be able to purchase those songs. There isn't anything that can be done to change that. Various regional laws can change what items Microsoft can sell in those respective
markets to comply with the laws put in place by the country where you are trying to purchase from. Those same laws also can restrict developers from keeping the license rights for that content to allow distribution in the Xbox 360 marketplace for that region.
Also, changing regions to try and purchase something not available in your region is against the terms of service and would not even work unless you have a valid billing option from that country and are physically living in that region.
