"This channel of purchase requires a billing account" - Despite there being one already

Hi, I'm currently trying to download the free games with gold backwards compatible xbox 360 titles to my xbox, however every time I select to continue to the payment confirmation page I am told "This purchase channel requires a billing account. Please add
a valid payment instrument. You will not be charged for a free item". If I then select to change my payment options I am taken to the microsoft edge app and directed to log in, I then log in and get taken to the billing address page which is all up to date.
Following this I press save and am directed to the billing accounts where my card options are saved. My card is not expired and works perfectly fine for taking out my monthly gold subscription as well as paying for xbox one games. The card does however say
"Currently used for: None" but I have not worked out how to change this. It is incredibly frustrating being able to see my saved details but yet still being told they aren't there.

I did also change my account location this morning to move my account to the UK where I live. However the card being used has not changed and the xbox regional settings have always been UK based, I don't know if this could be somehow linked to the problem,
as previous to this I was unable to enter my billing address when directed to do so as I was limited to entering a USA address, however as I said the card used on the account has been saved since I got the xbox some 2 years ago and worked fine before moving
the account region.

Additionally I was required to enter which forum this should go into but could not find 'billing', would greatly appreciate being directed to where this should be posted if this is the wrong place.

I still get the same this morning. When I try and download Dead Space all I get is

Sorry

Your purchase cannot be completed at this time. Please try again

I actually still own the game but didn't want the hassle of putting the disc in every time I played.

The payment system of the Xbox One and Xbox 360 are not the same.
