I'm sorry to hear you're having issues trying to purchase a LIVE promotion

As Twisted stated, it maybe that there is a past balance on your account from previous subscriptions.



Here's a couple things you can check out

1. Go to <billing.microsoft.com> to check and see if there's any write off's/balances/etc.
   
2. Go to <xbox.com> to try and purchase that promotion. Also verify that all your information is correct on your account.
   
3. Remove/readd your CC
4. If that doesn't resolve your issue I would contact Customer Support, they'll be able to go into your account (after they verify account ownership) and see if there's any suspensions/locks/write offs/balances/declines, and they
   can also remove/readd your CC for you. Which may work as well. They'll be able to see what the issue is for you.

Based on the message you received from Microsoft Rewards Team, it seems your rewards account has been banned.

There are a couple of possible reasons why our rewards account is being suspended.

Your account has been detected as violating the Rewards terms of service.

a. Using a third-party application like a VPN to access different reward markets.

b. Using multiple accounts when using the program on the same device.

Unfortunately, there is no option to reverse the decision since on your description you have already appealed to them, and they have mentioned that they stand by their decision.
