there is a $74.36 charge on my bank account what is this for?

Have you checked the billing history on your account and any microsoft account(s) that you would have tied your credit card to-other family members. You can do so by going to account.microsoft.com and looking under payments & billings.

I have done that and it was denied by my bank, and no charges are on my account. What are my options?

If its happening monthly, and you say its not showing up in accounts and billing or order history, what makes you think it's Microsoft? Your bank give an indication of what company is charging? That'd be my next step. Go to bank and cancel the monthly
charge?

For some reason, after I try to purchase game pass with my account balance, it says to approve the payment from my banking app, saying I will be charged 17.99 on my banking app when I already have sufficient funds on my account.

What is the issue here, and will I actually be charged on my card?

In these situations the best option is dispute the charge with your bank directly and ask them for a refund or reject the charges.

Because it seems that someone is using your payment information without your knowledge/authorization

To avoid this situation again, I can advise you to ask them to give you a new card and delete the old one. In that way your payment method is not going to be used fraudulently
