The Xbox Mastercard Preview Expands to All US Xbox Insiders Today!

It's currently limited to those in the Insider program. It started with the Alpha / Skip Ahead rings, and recently expanded to the Beta ring.

Edit - It's also only available in certain regions at the moment.

Are you an Xbox Insider? The Xbox Mastercard is currently only available to Xbox Insiders. Maybe that is why you were having a hard time getting approved for it.

Happy to see Inside Xbox and hope to see them expand it to something similar to all the old Inside Xbox segments. I always felt it added personality to XBL.
