Are you an Xbox Insider? The Xbox Mastercard is currently only available to Xbox Insiders. Maybe that is why you were having a hard time getting approved for it.

No error message, issue seems to resolve itself partly on wifi.

Tried troubleshooter to no avail.

Wired connection should theoretically be more stable, any idea what may be causing this? Wire is brand new, and modem is on 400 mbps plan, getting steady 250 to the xbox when downloading games.

Don't buy the thrustmaster wheel until it is a better value. Wheel is way over priced...its wired and dosnt even turn the Xbox one on when connected, Maybe a wireless version including the brake, clutch and accelerator would be more appealing. The value
of any item is only what someone is willing to pay. This wheel will be selling for 1/2 price or less a year from now. Right now the value with all of the issues with the wheel just isn't there.
