    The title states the main issue but to further elaborate

    I recently purchased Control Ultimate Edition, and when I wanted to add it onto the Xbox My Collection area to play remotely, it only shows the play with Game Pass and buy as a gift option and not the usual manage or install.

    This game is not in the Play Anywhere catalog, you will only be able to run/manage the game on your Xbox.

    I did select "get this" and installed them. That being said, when I go back to the store under the games with gold it shows both games and it doesn't say "owned" its says "$29.99 crossed out Free* with gold". So it clearly isn't owned on my console even
    though I have done the exact same thing you did.

    I'm assuming you're referring to GTA V? That game is not available through Microsoft for PC. You would have to purchase it for PC in order to play it on PC.

    I am currently checking the refund page, it hasn't showed up yet. It says to give 24 hours which will be in another 10 hours.

    I would really like to find out why I can't play the game. I did own it on disc at one time and played it on this console. It was uninstalled before I purchased it digitally. There is something in my account that is communicating to Xbox (microsoft) that
