I'm not sure, but if the state field isn't mandatory you could try not filling it in. I'm pretty sure that I didn't fill any state in, not every country has states

Also while on this subject of qualifying games.... Is the Evil within digital bundle also eligible as this contains the evil within game, alongside other evil within add ons. And ironically is £10 at the moment (50% discount), where as the evil within on
its own is £14.99, or do I have to buy that specific evil within game on its own, for the higher price???
