The sound on XBOX app on Windows 10 PC is very distorted and not good

If it's just the sound you are having issues with, try updating your sound drivers on your PC, then restart the PC, and try what you are doing again. Also if you are streaming to your PC from Xbox, make sure your network is setup correctly, and if you
are using wireless then try using wired network instead.

Its in the accessory app on Xbox. You can adjust settings there. If on a PC you need to install the Xbox accessories app in Windows 10. Good luck!

Maybe. Most PC's run a Microsoft Operating System anyway (Windows 10, previous Windows versions). They're into gaming and even acquired Minecraft. I think they are creating a unified UI (Windows 10) across multiple devices and this is evident between PC's
with Windows 10 and Xbox 1's Windows 10 like, UI, and the Xbox app. I think there are already enough people on Xbox 1 (a lot of people are still on Xbox 360). Unifying gaming experience sounds like a good thing without having to have a separate account for
steam and separate one for Xbox and cross platform multiplayer will give you more people to play with. But I'm fine with how Xbox is now.

I would not recommend getting a PC for the Xbox App as it generally does not work and is generally very buggy, however any computer with windows 10 can run the windows app, requires essentially nothing.
