I think part of the ongoing issue is their concern about language localization which takes time to get right, and is certainly a flaw of building the system on the Kinect. The Kinect is the reason that the console is more expensive than the PS4, and they're
not going to be able to market it effectively in a country if it doesn't even work correctly.
