I was playing Friday the 13th: The Game and I was playing as Jason, and I chased this guy around for a couple minutes. When I was about to kill him, he left the game. Then, he sent me a message saying "Trash" with a cringy emoji after it. I replied with
"You're a scaredy cat for leaving." And then, he reported my message for "harassment", even though what he said was way worse than what I said. Besides, he's the one who messaged me first. And then, he had the audacity to reply back with "You ain't good" with
another cringy emoji. I literally wanted to kill the guy at this point. My question is: After you report someone, an Xbox Live moderator should have to read the message thread before punishing the person who was reported. Why is it not in place already?

How does the banning system work if it was said through game? Would they go off of the comment explaining what happened when you report them or, would they have to go deeper? Hopefully yall know what im trying to ask

There is nothing that can be done regarding rep aside from the tips listed here on

enforcement.xbox.com. There is no way to manually change or appeal your rep.

There is no predetermined amount of time that it takes for the XBL enforcement team to look at a complaint. If you are so keen to see if action is taken against them just keep checking their profile.
