The question is can Microsoft fix the banning system?

Nope This is a Microsoft problem I know I have the same Problem with my name. It tells me i'm Banned from xbox live. In fact there is a error in Microsofts system Thats why the word DAVE is banned also the word FALL is banned from xbox live as a dirty word.
Only Microsoft can fix this problem.

Enforcement site to eventually raise a case review as this is the only way to communicate with the XBLPET.

lots of kiddies are reporting most gamerpics and screenshots and video uploads because basically they know people will get banned, the system is broken and until microsoft fix the issue nothing can be done. It is all automated.

Self-repair is a violation of the terms of service and can result in being banned. It has nothing to do with what you plan on doing with it, except that it's just part of Microsoft's terms of service that they are the only ones who are authorized to fix
a console. They consider it to be system tampering.
