The person that bought this needs to sign in

I purchased Skyrim SE for my Xbox One about a week ago. I have been enjoying a lot, then suddenly a few days ago I start getting an error whenever I try to run it. "The person who bought this needs to sign in, Sign in with the profile used for purchase,
or buy a copy at the Xbox Store. (0x803f9006).

I only have one account on my Xbox and it has never changed. I have done the following to try to fix this problem, but nothing has worked.

I have hard reset my xbox dozens of times.

I have restarted my router dozens of times.

I have deleted and reinstalled the game twice.

Same problem each time I try to start the game. If I go to the game store to "buy another copy" there is no option to buy it, just download it as I already own it.

Hi, I’ve been playing Xbox regularly for the past couple of weeks and all of a sudden today it keeps saying “the person that owns this game needs to sign in” however I’ve bought ALL of my games digital. I have no disks, I have tried signing out and back
in. I have tried hard resetting Xbox. And I have tried deleting and reinstalling, none of these things were helpful. Does anyone have any idea why this is happening ? Also, my Xbox is set to my home Xbox.

If it does not show on either of the two links, then it could possibly be that the purchase was made on a different account.

 

It shows under the "order history" but not "my games", but there is no other account on my Xbox and there hasn't been. What does this mean? How do I get it added back? Can I request a refund?
