Actually, the ability to purchase anything for Xbox 360 using currency stored on your account is missing completely. Whether it's free, or charging. Even though the purchase doesn't cost you anything, it's set up in the system to 'charge' you for $0.00 so
it's still affected by the inability to purchase anything using currency on the web site. =/

I'm not real sure about how purchasing the content via the app works, but I would assume that it talks to the web site to make it work, so the same rules would apply.

You cannot use ms balance on freeor paid purchases aince windows 8.1 xbox apps arent xbox one apps it doesnt apply but 360 games

 

360 games can never use ms balance on the website you must use the console

 

My problem is only that I can't make purchases using my paypal account, and I receive the same error of not having a valid form of payment on my account, in relation to the avatars marketplace.

 

Paypal has to match your account region so you cant usr a german creditcard on a uk paypal and expect it to work

Billing info must match the xbox account region

Also has to be in a supported region not all xbox live regions are paypal supported

Fyi billing is not handled here but at your regions 1800 number for zbox

 

If i remmeber correcrly only 20 xbox regions suppirt paypal
