The new Store doesn't let you review games you have played via Game Pass

You can only play games via the cloud that are both part of game pass, and you have a game pass ultimate subscription

You cannot play random games from the Windows store, you have to install anything not part of Game Pass

if your account doesn't own the game, but you were able to play it via Xbox Game pass subscription then there are two things you can do.

1. Renew Xbox Game pass subscription. Status for the service can be seen at
http://account.microsoft.com/services

2. Purchase the game (disc or digital)

Both game and subscription can be purchased via the store

The remote play feature (is not the same as cloud gaming) works with every game you have installed on your console, it doesn't matter if you purchase the game or if you have access to it via Game Pass.

PC doesn't require Gold so it shouldn't be asking...however, that message sometimes comes up if you are trying to play it via Game Pass and your Game Pass subscription has lapsed/been stopped. If you play via Game Pass (as opposed to owning the game), then double-check your subscription is still active

I have just tested it on a game pass game that I recently played, and it let me write a review. So whatever the issue you were having has nothing to do with you not owning the game.
