    I'm testing Xbox cloud gaming on a One S and PC, on One S the Medium has a cloud icon but there is no option to run it and on the Microsoft store there is only the option to buy the game

    Cloud gaming is currently only for console games. Flight Simulator is currently not available on console, so won't be on cloud either.

    The game is not available on the cloud until its release date. You do not get early access on the cloud. You only get that on the console.

    but everywhere i look it is in the right region

    Game saves will be available on a different console through cloud storage and it will automatically sync the data.

    The game is only available for the Series consoles and PC. It is only playable through the cloud if you have an Xbox One console.
