The game uninstall, but after reboot are back again in the games installed

They can, I've had some items weirdly duplicated when I initiated an install from the Game Pass app on Mobile, but I think that was testing when I was on an Insider Build for remote installs a while ago. I think in Settings > System > Storage there is also
a clean up option to remove orphaned DLC and local save games for uninstalled titles that might also be worth looking it.

After that Uninstall the game again.

I'm currently at work, but as soon as I get home, I'm going to test this procedure.

I would also check your filter settings in My Games & Apps and look at each individual drive if you have multiple hooked up. It might be that it was on multiple drives and uninstalling it only uninstalled one copy of the game? Might want to move between
drives and then uninstall the title, and see if that helps, assuming the full power cycle @wpak recommended doesn't help.
