The issue seems to be sporadic. I did a hard reset on the console by holding the power button for 10s and unplugging for 10s and performed a Store reset by running wsreset from an administrator command prompt and tried again at night with no problems with
purchasing.

I made sure and ran straight from the store, as Windows Security popup hung up on me when I went via the web. I wanted to use a rebate tool and found it worked when I enabled it from the web page yet the purchase was made via the store app.

it may be related to the xbox live service alert for content usage. What type of nat do you have?if it's not open that's what may cause the problem.

Nat is open

but i have the following message
