No. There's no way around region locking. If you go back to India you should be able to redownload it. Otherwise, you'd need to repurchase the game (either on disc or from another account).

No. The issue you are having is a region issue.

Alright. You created the tag in Germany but now live in Alaska. Some games are region locked and cannot be downloaded outside of the region they were originally intended for.

If you purchased the game while your tag was for Germany then you've purchased the German version of the game. It obviously cannot be downloaded from an IP address outside of Germany.

If the purchase was made recently phone support may be able to assist you with this but there is no guarantee. However, if the purchase was made a while ago there is no recourse. You can try contacting them at 1-800-469-9269

That would be the problem. With region locked content your account region has to match your physical location in order to properly download.
