You are trying to connect by cable or Wi-Fi, normally the lost packets are due to a bad connection, a network test will not detect this loss so easily because as long as the communications arrive there will not be a network failure. Try to connect by cable
if possible or if not then by WiFi but trying to be closer to the access point.

i'm having the same problem it keep sayin connection to the active gta online session lost due to an unknown network error and i tried every salution in the book and never nothing worked for sure why is this happening to me and i just join xbox 360 online
i'm new i should not be dealing with this at all make me want to just get rid of it and i think i am.

Change your Domain Name Servers (DNS)

• Open the guide by pressing the Xbox button on your controller
• Move right to the System tab
• Select Settings
• Select Network
• Select Network settings
• Select Advanced settings
  • Make sure to write down your existing DNS servers from this screen
• Select DNS settings
• Select Manual
• Enter the following DNS servers (Google)
  • Primary DNS: 8.8.8.8
  • Secondary DNS: 8.8.4.4
