Kindly check asks your friend to check his NAT Type as well as Multiplayer Connection by following the steps below:

Settings > General > Network Settings > Test NAT Type & Test Multiplayer Connection.

If there is an issue he will be notified as well as steps that he needs to perform.

In the meantime please ask him to perform an extended power cycle and reset the network hardware.
