Telling someone they are annoying is grounds for chat/text ban?

The enforcement team investigates each complaint they receive. You can have a million complaints filed against you, but you would only receive a suspension if they determine you've done something to violate the code of conduct.

After a report is filed they review text and audio chat logs, and a 2 week ban is steep enough that they found something. I'd suggest maybe even though something might not be offensive to you, it was to someone?

no just giving someone access to your account is grounds for being banned then someone in another region accessing your account bypassing restrictions is a grounds for being banned

What they said was correct and if the appeal was denied, then there is no other recourse you'll have to wait the year.

The XBLPET does not issue a ban or suspension just because they feel like it. If you got a communication ban then you or someone using your gametag earned it. Judging by what I removed in your post above I can see you have no problem breaking the language
rules as it is. People reporting you for no reason will not get you a ban. They check each and every complaint. If its communication with chat or text then know what to look for.
