Telephone Support cant be reached

Hello,

So I have this issue that I can not call xbox support - I get to the automated call thing and then when I get connected to a support officer my call either gets disconnected or I cant hear them or they cannot hear me. This has happened on several phones.
Also I tried to contact via the chat but the boxes for my name are greyed out and I cannot input my credentials.

This is quite frustrating since I have been waiting for an Email from xbox for my return which I was told would have been sent to me within 2-3 days and now it has been six. (I recieved an Email from xbox in Chinese and I requested a new email in English)

Please advise on what I can do to get my English return Email from xbox.
