Target Banned with no Support from Xbox

I have not played Xbox in around a week and a half, and my account received two simultaneous enforcements on it due to my profile picture.

This pfp was used for quite a while and does not violate any of the community guidelines. I could not appeal the case, nor was there any information on the case on the enforcement page.

I believe I have been targeted due to two bans of the same thing coming in 10 mins apart. I went through the xbox support contact page, the first operator said he could not help, then the second said he will check my account and just hung up.

The ban is not the issue, as its only short. It was mainly due to the lack of reasoning, help and the fact I was removed from the XA ambassador program for no reason.

My 10 year old profile has not received any enforcement before this, and my profile picture itself was not violating any code of conduct.

Many profiles on xbox use very explicit pfps, and they use abusive language, which when reported is not reviewed by xbox.

I'd like answers on why it was reported, and how I can get this ban lifted/removed, so I can rejoin the XA program if possible. Rather than the supposedly help team hanging up on me.
