System Update Successful but it broke my licenses

I applied the new system update around 3 days ago and I experienced a problem immediately related to the accounts on my Xbox One. One of the accounts' (we'll call it account 1) digital rights, including Gold and about 24 games on my console, glitched
up due to the update and I could not access them. I removed and reinstated the "My Home Xbox" status on my console for account 1 and that solved the issues for about two days. On Tuesday, another account (account 2) experienced the same issue and I reset the
"My Home Xbox" on that account as well, but now account 1's licenses have been removed again because of account 2. I cannot use account 1's Gold membership or the games it owns. Account 2 only has about 5 games on it, of the 30ish installed on my console,
and I can only access those. Can someone tell me if this is just a glitch from the update? I already tried reformatting it and re-adding the accounts, to no avail. If someone has experienced something similar or has a remedy, I would appreciate help. Also,
the current account I am posting on is the account I play on and it doesn't own any of these games or a Gold membership.

Download for license not showing up?

I just transferred my old Xbox license to my new Xbox for me to play my Xbox downloaded content offline. I have confirmed on her on Xbox.com and on my system that my licenses have been successfully transferred to my new Xbox. Now it says that I have to download
the licenses to my Xbox but I am not receiving the download. When I transferred in from here on Xbox.com it says that my transfer was successful it asked in order for me to get the download for the license automatically click "Next." When I clicked it it said
" Uh Oh, It Seems You Have Found A Glitch In Our System." I haven't received a download yet to get my licenses. Somebody please help!

 

system update Successful but games Wont Load

Try to sign out and clean your console cache before signing in back.

To clear cache on an Xbox One:

Press and hold the power button on the front of the console until it powers down completely.

Unplug the power cable from the back of the console so that the power brick in not connected to the console.

Press the power button on the console three or four times. This will ensure that any remaining power in the battery is drained, clearing the cache on the console.

Plug the power cable back into the console.

Wait for the light on the power brick to change from white to orange.

Turn on the console using the power button.

Sorry to hear about the issue. When you say you tried "reformatting" your Xbox One console, what exactly do you mean? What steps did you follow for that? Did you try to

Factory Restore your Xbox One?

Yes. I did use the Factory Restore option which did not accomplish much. After that I have cleared the cache several times, but nothing seems to work.
