System update is required to sign in to xbox live, but the update is currently unavailable

I keep getting the above message when I try to connect to xbox live. I have done quite a bit:

• I have rolled back updates using LB-RB-X-LB-RB-X
• I have deleted most everything from my hard drive
• I have applied the latest update using the USB drive.
• I have cleared the cache

I have a wired connection to a university network. I was able to connect to xbox live in the past using this connection. There is no error code, just the above message. Here is he relevant output:

W: 0000-000B

X: 0000-F001

Y: 20A8-48E0

Z: 0000-0000

ID FFFF-FFFF

L: 8015-192A

Q: 8007-0435

T: Wired

A: 192.168.15.2/255.255.255.0

I get this error after trying to install the latest update. The update failed when I tried downloading via the xbox so I put it on a flash drive and that worked and it installed fine.

Then evertyime I try to download my profile I get the error 'a system update is required to sign xbox live but the update is currently unavailable'

I have the same problem. I've tried looking EVERYWHERE for an answer but no one, literally no one knows how to fix it. I did read somewhere that apparently this new update fries your internal memory and in result now needs to be repaired in order to download
the update successfully. If this is true it's utterly ridiculous.
