Xbox 1 S Network connection toggles on/off while in standby

When I hooked up the Slim out of the box it updated on first boot up and ended up with rs1_xbox_rel_1608.160801-1725. But, I enrolled it in the preview program and now I am running rs1_xbox_rel_1608.160801-1743 and still having the same issue.

 

What is the correct OS version after update?

I'm in the US, and my region is set correctly. After the Day One update, my OS version is: 6.2.10210.0 (xb_rel_launch.131118-1159) fre

The info at this link says that the OS version should be: 6.2.10422.0 Xbox One Operating System Versions and System Updates

I've tried the Offline System Update Diagnostic Tool (filename: OSUDT2) by following the instructions here: Xbox One System Updates | Offline System Updates

OS version is still 6.2.10210.0.

What is the correct OS version? I'm having the issue with "Xbox On" not working and I'm wondering if this has something to do with it.
