Syncing Data stuck at 0% on Ark: Survival Evolved

Let me first say I've tried everything I can find on the internet about this syncing data 0% problem with games such as Forza Horizon, state of decay, gears of war. If you can find something I haven't tried then feel free to post a link to it and I'll try.

I've spend several hours on call with Xbox support which is just a pain to deal with. in the past 2 days I've been disconnected 4 times, left on hold indefinitely, even hung up on when I asked to be forwarded to the next tier support. Some ( not all ) of
the people are just terrible. One guy asked me to try another game. I started downloading Forza (70+gb) I told him 70gb its going to be some time before it will be able to play since the download is so large. 30 seconds later he asks if the game loaded?!?!

Here is my problem. I bought Ark from the Microsoft store so I can play with friends on the Xbox one. I downloaded it and can get to the start screen which I press start and a window pops up that says "syncing data. we will be done shortly" and has a progress
bar. It stays at 0%. I downloaded Forza and it does the same thing. I can play Ark on the Xbox one without a problem. I feel certain that something isn't configured correctly with the Xbox services. I just can't find anything that works to fix it for ark.
Any help is much appreciated.

Things I've tried:

I've reset the app

uninstalled the app and reinstalled

updated windows

updated windows store

opened ports on the router

signed out of Xbox app and back in

signed out of windows store and back in

removed linked devices from windows store.

tried various fixes that worked with Forza, however you have to be disconnected for several of them and ark wont let you into the game without being signed into Xbox.

Things I have yet to try:

Download it on another pc.
