Most add-ons are licensed for the first console they are downloaded on, so any profile on that console can use the content (and you
don't have to be connected to Xbox Live). If something isn't working, the purchaser might need to do the License Transfer to update the licensing, if this is a new or repaired console.

Most DLC can be shared with other profiles on the same console, but you need to be connected to LIVE so far as I know.

Ok. Unfortunately the only people capable of getting your profile back are xbox support.

Also to move your gamertag to a new Live ID would require being able to log into your account. As you are locked out then I don't think you can.

Unfortunately I think you will have to try support again and hope you get through to someone more knowledgeable who can get your account unblocked or maybe even move your gamertag to your new Live ID.

Have you had credit cards linked to your account?

If so maybe they can use those to verify ownership when calling them?

1) Make a new Microsoft Account at signup.live.com and create a new email in the process... use your existing email as the Alternate email address and the Billing Contact Information email. You see, there are three email addresses in the Xbox system for
every account.



A) The Microsoft Account, also known as the Windows Live ID, which is used to sign in at websites and download the profile to the Xbox. There's only one Microsoft Account for every Gamertag, and only one Gamertag for every Microsoft Account. If that addresse
no longer works or is wrong, you can keep using it until you have time to contact Xbox Support support.xbox.com/contact-us for help with your account. You can check or change
that on your console with Settings | Account | --> --> Account Security | fib and say you have a new addresse ready | and your current Microsoft Account addresse will appear at right.

B) The alternate email address is where password reset messages go. You can see that at
account.live.com/summarypage.aspx and change that by selecting Edit Security Info there

C) The billing contact email address is where billing statements go. You can see & change that at
http://xbox.com/accounts by choosing Billing Contact Information or on the console with Settings | Account --> --> Account Security | Billing Information B & C can be the same.



2) Once you have made a new Microsoft Account then STOP: DO NOT go to Xbox.com with it. Instead, use that new Microsoft Account to turn your off line profile on the Xbox into an Xbox LIVE profile, so you can preserve those achievements.
