Sunset Overdrive and Missing DLC

So, I purchased the deluxe day one edition of Sunset Overdrive and am thoroughly enjoying it, but when I was looking at the in-game shop, it had a link to the Xbox Store for DLC, so I checked it out. Upon inspection I discovered there's numerous weapons
and outfits that should be available day 1 but aren't - examples include an OD outfit, a fizbot outfit, and a more powerful variant of the AK-47 ripoff that's in the game; it simply says unavailable (even weirder is the fact that I did get some of it - a hammer,
a guitar, a pitchfork, and so on...). My question is: if this content is supposed to be available now and I have the deluxe edition that comes with the season pass, why don't I have it and how can I get it?

This is a break down of the price's in total

xbox one basic console : $399

sunset overdrive : $60

total price : $458

preorderd console : $399

including sunset overdrive and extra dlc.

Never mind...

It says "content exclusive to special RETAIL offer" - that means I'd have to have bought it from a store as a physical copy, which I didn't do. IMO, that BLOWS! Why should I miss out on great content simply because I chose to go digital (which IMO, should
be the premium version ,if anything, since it's generally more expensive)?

...I hate it when companies pull this crap.

 

ADDENDUM: The DLC I did get ALSO says "only available with special retail offer" - so I stand with my original question: why didn't I get the other stuff!? *fuming with anger*

 

Let me guess that one gun and some outfits as well if I am not mistaken. If it makes you feel better I had to talk to support this morning because I could not access any of my DLC for SO. Turns out it got installed on the internal and not the external.
So in a way it was my own fault lol.

 

That actually reminds me - the DLC I do have is on my internal and I can't move it to the external. Every time I try, the screen dims like it's about to ask me if I want to transfer it to the other drive and then after a few moments, the screen goes back
to normal and nothing happens.

 

I was going to say they were probably pre-order bonuses from retailers like GAME and EB. They'll be available for purchases eventually, but I wouldn't really know because I haven't looked too much into this game.

 

I suspected that DA, but if that's the case, why can't they just say as much in the description?
