Add a new payment option on an Xbox One console:

• Sign in to an Xbox One console with the Microsoft account to which you want to add the payment option. If you’re having issues signing in to your Microsoft account, go to Microsoft

• Select System > Settings > Account>
  Payment & billing.
• On the Payment options screen, select

    • Remove a payment option online:
      
      • Sign in to the Payment options page with the Microsoft account that has the payment option you want to remove. If you’re having issues signing
        in to your Microsoft account, go to Microsoft account help.
      • Find the payment option you want to remove, and then select Remove.
      • Select Yes, remove to confirm that you want to remove the payment option.
    • Remove a payment option on Xbox One:
      
      • Sign in to an Xbox One console with the Microsoft account from which you want to remove the payment option.
        If you’re having issues signing in to your Microsoft account, go to
        
        Microsoft account help.
      • Press the Xbox button on your controller to open the guide.
      • Select System > Settings >
        Account > Payment & billing.
      • On the Payment options screen, scroll right to the payment option you want to remove, and then select
        Remove.
      • Select Yes, Remove to confirm payment option removal.

I can't say what the exact reason is, but I can say that debit cards are only an option in a couple of countries, it's likely the same region why PayPal is not an option in all regions either.

My assumption is that it has to do it local laws or other region specific limitations.
