Stutter issues in most games on series x and s

There are enhancements but you are forgetting one thing

Series s doesn't run games natively in 4k

It is most games will top off at 720p-1440p at 120hz on the series s and 4k being reserved for series x and one x better process

You would have to use internal storage or storage card to get enhancements buts it is unlikely to have the 4k enhancement for enhanced games it would stutter

You would have low framerates or artifacts (mostly ms titles would be supported )

No one knows if the game will be available for the Series S/X, but Microsoft did state that they will be trying to get most of the Xbox One games backward compatible on the Series X/S, so hopefully it will be.

Concerning your issue are you going above the recommended resolution settings ?.

If you are setting it to 4k then reduce it down

1080p or 1440p is max

Most noticeable in large cities with photogrammetry and when flying low and fast. It goes stutter, fly okay for a bit, oh another stutter, if I turn sharply in large city ,low in between skyscrapers, it will stutter and slow down. Then flies okay again for a bit then sometimes it’ll just hang up for a few seconds(long pause or stutter) the all of a sudden go okay for a bit.

If flying in less dense or populated area it’s much better.

I just really want to know if I need to send in my series x for repair/new one or if it’s a game issue.

There is going to be an Xbox One version of the game, but no news about an Xbox Series S/X version. Most likely it will come to the Series X/S as a backward compatible title. But as I say no news yet.
