Stuck in "signed in on new device loop"

hi so im trying to access my old Xbox 360 account. i remember the email and the password, and im obviously correct because it prompts me saying i need to verify because it a new device im signing in on, which is pretty obvious seeing as how this account
was created years ago, the problem is i cant access either of the email accounts attached (ive already called yahoo support and they told me the accounts had be wiped due to inactivity yet they still exist and are attached to other accounts but are impossible
to recover because when they wipe due to inactivity all of you security info goes with it) its EXTREMELY frustrating knowing that A: its impossible to get on the phone with a real human being at microsoft, and B. that even though i have the CORRECT email and
password i still cant get into my account because of this "new device" loop. PLEASE someone help me get into this account it means alot to me and i feel extremely cheated out of this seeing as how i have the correct password and email( also i tried to do the
recover account thing and it keeps saying i dont have enough information to recover it)

as i said before i already tried this method and it claims i do not have enough information to recover the account even though i have the correct password.

you can recover your email with new email (replace) by sign in https://www.microsoft.com/ and forget password and account recovery

it may take few days to recover

Thanks for this, I will try the DNS flush. I have tried multiple browsers, multiple machines in multiple locations and on mobile devices to no joy! Still stuck in the same loop.
