Streaming enabled on console but on pc it says it’s turned off

I recommend you some steps bellow, please:

Remove or delete your profile and console from One Cast register.

After that, empty the cache of your console. You can do that holding the "stand by" button till the Xbox turn off. Then, unplug the energy cable from the console for some seconds.

Now, turn on your console, go to: settings > devices and streaming > console streaming and check the box "enable console streaming". If it's already enabled, disable it and enable it again. Select "test console streaming" now.

No error message. A dialog box pops up after initiating Game Streaming that says “Game Streaming is turned off on your Xbox one. To turn it back on, go to your console and open Settings > Preferences.”

Why does turning off the WMM work for the xbox one? don't you need that enabled for streaming video and faster gaming connections?

You don't stream Steam games to the console. The console's remote display feature is able to stream
any display content (including Steam games) from your PC to your console.

Since the game is not running on your actual console (the console just acts as an "extension cord" to your PC), you can mod and cheat, and hack and do whatever the heck you want, and it won't have any effect on your Xbox or your Xbox Live membership (unless
you're streaming a Xbox Live enabled game on the PC).

However, be aware that if you stream a Steam game on your console, the Steam terms of use take effect, so if you use unauthorized mods or cheats, and Valve's anti-cheat feature kicks in, your Steam account is still at risk.

However, unless you're playing a Xbox Live enabled game on Steam (like the upcoming Halo Master Chief Collection on Steam), you can do whatever you like, and it will have the same effect, as if your Xbox console were simply turned off.

The Xbox has nothing to do with your Steam behavior, as it is simply a display for whatever you do on you PC.

First off, Smartglass is no longer supported. You have the Xbox Console Companion, and the Xbox app on PC. To stream to your PC, you will first need to turn on game streaming in Devices & connections Remote features in the Settings. Once you have done
that, start the Xbox console companion, then make sure you are on the same network as the Xbox, sign in with the same Xbox account that is on the console, and select the connection icon on the left of the app, and then select the console that is connected,
and select stream. You should now be streaming your console to your PC.
