Theft is a crime covered by the penal law and for this matter you should contact law enforcement in your area.

The only way to track it down is to report the serial number of the controller to the police, so they can inform the surrounding pawn shops to check for that serial if they get the controller offered.

Other than that, there is no technical way to know who stole the controller or where it currently is.

So report the theft to the police, and if it's covered by an insurance you own, contact your insurance agent, if they will replace your stolen controller.

There really is no way to track it unless you have a serial number and its unique to the item.

That is a really good question actually, I wonder if they can tell if it has been sync'd to a new console. I would recommend reaching out to MS Customer Support to find out.
