Still having download issues with Halo 5...

I have now been trying to download the day one patch for halo 5 for the past 2 days. Since Microsoft officially said that there were no more download issues, I was wondering if this is just an isolated incident. This is not the first time I have encountered
major download issues, but this is getting frustrating. To save some effort for others, here is my "symptom" list:

• Offline, the game installs from the disk in about 20 min
• Xbox has a wired connection, btw
• Go online and start to download the 9 GB patch
• Patch will begin downloading at speeds that are around 21 Mb/s (though today it was in the 80 Mb/s range)
  
• At some random point (used to be 92%, today it's 38%) the current network usage drops from >20 Mb/s to fluctuating in the range of 0 bit/s to 9 Kb/s
  
• Download will occasionally drop into pattern of "Installing..." and "Queued"
• Once it has stalled out, the download never picks up again and never finishes
  

And here is my list of attempts to fix it on my own, as well as the outcome:

• Pause and resume install - Pausing the download once it has stalled out shows no noticeable change in current usage. Resuming download shows a single spike up to ~350 Kb/s before dropping back down the next second.
  
• Change the DNS settings and clear the alternate mac address - No noticeable change in speeds. My have actually led the download to stall out earlier, not sure though.
  
• Clear persistent storage - No change.
• "Restart Now" - No noticeable change in download speeds, but it does momentarily make dealing with the install (pause, resume, uninstall, etc) less sluggish.
  
• Hard reset - Hold power button for 8-10 seconds, then turn Xbox back on. No change.
  
• Overkill reset - Hold power button 8-10 seconds, unplug all cables from the back, unplug power cable from outlet, plug everything back in, turn Xbox back on. No change.
  
• Uninstall/reinstall - Only perform this when download has been stalled (no percent change) for more than 6 hours straight (though it's usually just when I wake up and see that still no progress was made overnight). Same effect as listed in the symptoms.
  Starts off strong, then stalls out.

I don't believe this is an issue with my internet as I can wait for the download to stall, pause it, then stream HD videos or play live on Destiny. At this point, I also don't believe it is an issue of serious network congestion, as the game came out 2
days ago and I can't seem to find anyone else in my particular situation, just posts about the game's online. Is there anything I can do to fix this? Is there anyone else experiencing these issues still?

Extremely Slow Downloads

OK, I think I spoke too soon about my disconnect issues. While playing Halo 4, I'm disconnecting every 5-10 minutes from xbox live. Still having my slow download issues when on the dashboard also. Guess I'll have to contact MS again as these boards move
too fast to get a response.

What is your account region?

What is your actual region?

Do they match?

(important point us foreign bases dont count as the us as they use local connection rather then a us connection)

With triple a games your region must match

 

The same thing is happening to my son and we have tried everything the OP tried. Any ideas what to do now?

Just to check and make sure everything looks ok, can you share your detailed network statistics on the console? To get the console's detailed network statistics press the menu button while on the home screen and visit Network. While there if you scroll to
the right you can select detailed network statistics.

Also to check, are you saving to the console's internal storage or are you using an external device?
