I preordered South Park on June 11 and have yet to receive my copy of Stick of Truth.

I too am having this problem. I even started playing The fractured but whole to see if that would trigger the download option but it does not.

The promotion has not been cancelled, but because of some changes to the store after the promotion began there were some changes made to the promotion. You should be able to download the game for free when the new game launches.

 

Per the game's description, the game will be free to download at the launch of the new game.

 

Xbox support chat said I was to receive my code 7-21 days after preordering. Ubisoft site says the offer is for immediate download of Stick of Truth upon preorder

Originally it was set to be given immediately, but because of changes made to the Xbox store (ie. being able to pre-order via credit card but not pay until close to the game's release), the terms were changed and updated to give the game away at launch of
the new game instead of immediately.
