Additionally, we were able to confirm this via

As stated in the store description of South Park: The Fractured But Whole, South Park: The Stick of Truth will be made available to pre-order customers on the release of Fractured But Whole.

I didn't get it either...the store page for the stick of truth just says "only available as part of a bundle" and i'm prompted to (re) buy the Fractured But whole. I contacted support and they said it's an issue they're trying to resolve and i'll get an
email when it's ready to install. i'm not sure about that but it's all I got.

So this is a bit confusing but I think you will only be able to get the stick of truth game when Fractured But Whole is released. Below are some of the fineprint in regards to the promotion provided by Ubisoft on the game's site here:

However if you get the promotional game earlier then the release that would be awesome. South Park The Stick of Truth is already part of the backwards compatibility program so gaming on Xbox One should be fine. You can check out the
