Stellaris: Utopia update

So I had bought the Stellaris Deluxe edition a while back and had no problems with the Leviathans and Plantoids installation. After downloading the new update for Utopia I went to turn it on in game only to find that it requires me to purchase it from
the store. The Deluxe upgrade says that it will include Leviathans, Plantoids, and Utopia but Utopia just isn't working. It evens appears in the installed tab under 'manage game'. I've reset my console and even uninstalled then reinstalled Stellaris with
no success. It's there but the game doesn't recognize it for some reason. What do I do?

We don't have an ETA for a fix, however I've seen that some people have gotten it to work if they update to the most recent system update that was released yesterday 8/13/19. The system version is OS version - 10.0.18362.6065 (19h1_release_xbox_dev_1908.190807-1720).
Open Settings and go into System and then Updates & downloads to make sure you have the most recent system update. Once the console updates, make sure the DLC is downloaded and see if you can access it in game.

If updating does not solve the issue, I suggest contacting
Xbox Customer Support as they should be able to help with getting the license working since it seems to be only affecting Deluxe Edition owners.
Try this:

Log into Support.Xbox.com
Scroll down, Click on Contact Us
Step 2 : Select Xbox One, then See other options
Step 3 : Select Payment & Billing under Account Management
- Select - Show contact options
- Select – Request a call from Support

If you do not see the selection that you wish to use for contact, then switch topics until it becomes available.

Paradox knows about this, as does Microsoft support when I called earlier today. So it is a known issue.

Utopia installs, but does not unlock the license to use/own for Deluxe upgrade pack owners. If you buy it separately, it plays fine. Thus far Paradox keeps giving different answers and basically saying its an issue with Microsoft Store.

Whatever the case, it would be nice to get a real update and eta from someone.
