We just purchased the Xbox One and we are having difficulty with the steering sensitivity on NFS Rivals. Can it be changed?

Appreciate the steps to do this.

Rubber steering column?

The game is difficult, even on easy. Try tuning the car. Go with the Mazda RX-8 for D class.

Steering Deadzone: 3%

Steering Sensitivity: 45%

Accelerator Deadzone: 4%

Accelerator Sensitivity: 46%

Brake Deadzone: 4%

Braking Sensitivity: 45%

Clutch Deadzone: 2%

Clutch Sensitivity: 50%

Speed Sensitivity: 100%

Speed Sensitivity (Drift): 100%

Rubber steering column?

Does that fix the very sensitive steering?

FM4 w/ Fanatec Wheel: Sim Steering or not?
Since these "aids" are removed by default automatically with a wheel, there should be no noticeable difference. I know many have argued that there is one, but I have tried both settings numerous times and have never found them
to be any different. I always use the sim setting.
I've found that the difference between simulation steering and normal steering is dependent on how many degrees of rotation you are using with the wheel. You state further on that you're using 270-degrees and, with that setting, I agree that there isn't
much difference between normal and simulation steering. However, if you put the wheel in 900-degree mode there is a HUGE difference between simulation steering and normal steering. In my testing, simulation steering with 900-degree mode introduces so much
oversteer that the cars are almost impossible to control. Almost any loss of traction will cause you to spin out. This is probably true in other modes higher than 270 as well (i.e. 540, 730, etc...) but I haven't tested these extensively.Using normal steering
in the 900-degree mode is significantly easier to control and much more realistic. As I posted above, this is the recommended setting from Fanatec.
Also, setting the sensitivity to "off" does not necessarily = 270*..
This is incorrect. Sensitivity=OFF is the same as 270-degrees. If you put the wheel in 270 degree mode you are able to turn the wheel 135-degrees left of center to lock and 135-degrees right of center to lock. If the put the wheel in sensitivity=OFF you
are able to turn the wheel 135-degrees left of center to lock and 135-degrees right of center to lock.
